The two look similar — both a map with filters — and answer different questions.

Browse | What inventory exists? Everything in the catalogue, regardless of any campaign. |
A campaign's Plan | What is on this campaign, and what state is it in? |
*Note: Units in Browse are not on any campaign and have no availability state. Availability is always specific to a campaign's dates, so it only exists once a unit is on one.
What Browse Is Good For
Scoping a market you have not bought before — what formats exist, roughly what they cost.
Finding a specific site a client has asked about by name or Face ID.
Answering a question quickly without creating a campaign to do it.
Building a plan by hand when you know exactly which sites you want, rather than matching on criteria.
Getting Around
Browse is a map with a filter bar. Move the map to a market, apply filters to narrow what is shown, and click a unit to see its detail.
Filter before you judge a market. Unfiltered, a large city returns far too much to read, and the map will look like an undifferentiated mass of pins.
From Browse To A Campaign
Anything you find can be added to a campaign you already have. That is what makes Browse a planning tool rather than just a catalogue.
